i curious learn how pros - build joomla website locally , migrate webserver or directly build on webserver?

so far, have been building directly on webserver, upcoming project thinking of building locally on computer migrate. thoughts? pros , cons? please share.

directly on webserver - minimize process of sorting out issues once website moved 1 place it's not uncommon have different environment.

sometimes, have locally though because of policy restrictions.
