What's the proper workflow to combine multiple video types and turn them into one high quality DVD?


i'm trying combine 1080i (29.97fps), 1080p (29.97fps), , 720p (24fps) video files single premiere pro project, , end high quality dvd.

 

there few problems can't solve:

1. there seems interlacing , clarity issues time export dvd dimensions (720x480), , on tvs i'll bouncing motion on 720p footage (slideshow). yet seems perfect when export hd mov file.

2. if use final cut x make dvd, i'll audio popping , decent image quality. yet if use encore, i'll horrible interlacing, audio.

 

i don't have training in video workflow let alone how diagnose , solve problems arise. i need lay out proper workflow , settings start finish these 3 different types of footage great on dvd using premiere/encore.
