Why does elements skip milliseconds in timeline???? please help!


why adobe premiere elements not allow me select between millisecond ranges of 0:29 , 1:00.  example if move notch notch on timeline, can each millisecond through :o1 , :o2, o3, etc. etc.  can way , move each millesecond until :29 milleseconds.  once try click on :30 doens't allow me , skips me way next second @ 1:00. 

 

this videos , makes impossible me trim @ specific points.  example if want trim video @ 7:39 can't because once 7:29, single click skip me way 8:00 seconds instead of putting me 7:29 7:30 !!!!!

 

is limitation of elements?  don't see in options change this.  i've zoomed way in on timeline , not allow me select milleseconds within each second regardless of full zoom!!  please help, or need adobe premiere pro able have more millseconds in timeline????

those not "milliseconds". frames.

 

like film, video made of several frames per second. ntsc video has 29.97 frames per second -- go 00;00;29 (zero minutes, 0 seconds, 29 frames) 00;01;00 (zero minutes, 1 second, 0 frames).

 

this nature of every video editor in world, because nature of video.
