Why a difference between picture quality in InDesign and PDF output

we comparing cs5 pdf output of our book id version. images clearer , colors better when view page inside of id side side pdf. pictures blurry in pdf, though outputting @ 600dpi.when export pdf in cs6, clarity better color still little off. normal?
