hi brian,
we may need screenshot one, if following questions don't prompt fix:
is next button accessible? absolutely nothing when click it? have tried re-downloading joomla ensure didn't corrupted download first time? have checked folder permissions?
you can gather helpful error messages you, from:
- browser's javascript console (each action, such click/page load, might reveal here)
- web server's error log (and/or access log, host company decides gets filed where)
in particular, new messages appear when click next or while filling out fields on page, both of log sources.
