PS CS6 Smudge Tool - Slow Performance via Dual Xeon 3.8 GHz 12 Core / Quadro K5000

any following appreciated:

 

photoshop cs6 displays rotating busy icon every time smudge tool used. doesn't make sense being gpu workstation built custom graphics , video application performance speed. note below how little system resources being used during anomaly.

 

resource monitor:

- less 10% cpu used photoshop

- 6gig ram in use/ total 128gig

- 4 of 24 cores show activity

- no related disk activity

- no network activity

 

system build:

- win7 ultimate 64bit

- dual xeon 3.8 ghz 12 core

- 128gig ddr3 sdram quad channel server

- 2 x ocz revodrive (3 x2 series 960gb)

- nvidia quadro k5000

 

other:

- toggled gpu support in ps no resource difference

- no optional add-ins or plugins installed yet

- ps cs6 has latest patch via creative cloud / version (13.1.1 x64)

- no devices attached i.e. wacom tablets

- system , device drivers current

- no other background software running – minimal required os

 

plausible causes:

- poor communication system , device drivers i.e. gpu, cpu, etc.

- photoshop has remanence of beta code remaining e.g. possibly fixed future patch

i thought had corrected smudge tool slowness issue...  have 13.0.1, though, can't check version.

 

i think 13.1.2 current, way.

 

check "sample layers" setting - makes sense smudge stuff on 1 layer.
