scanner not installed message in Photoshop Elements 11 --- but preview works!

i can preview scan epson v700 photo scanner, chose boundaries scan, etc., when hit scan button, says "cannot complete import command there no scanner installed". how can commuynicate scanner, preview scan, , state scanner not installed?

i can't speak photoshop elements per se can speak standard photoshop on mac , state on mac cannot see scanners adobe photoshop issue, not scanner-related driver issue.  since app on mac can in fact communicate scanner.
